Bill earned his JD magna cum laude from the University of Maryland School of Law, where he was recognized for both public service and academic distinction. Before serving in the General Assembly, Bill taught U.S. History and Government to ninth and tenth graders in Baltimore City through his work with Teach for America. He held several positions supporting state and local government initiatives focused on education policy and economic development.
